Texting abroad

My girlfriend is in Majorca and is getting no mobile data connection at all (anyone know why this is?) so if I text her from the UK am I being charged?

no you are still texting a uk number so it comes out of your alowance

Why does the page about using your phone in Europe (https://www.o2.co.uk/help/pay-monthly/roaming-in-europe) say that texting from the UK to outside the UK is not covered?

It means that you have to be roaming to get your allowances included. International calls and texts from your home country aren't included but it is always free to call or text another UK number anywhere in the World.
