I believe my phone is now out of contract. Why are you still charging me full tarriff. Surely yo should have reduced my charge to sim only.

Depends if you are on a standard tariff where you pay one direct debit (usually sold via 3rd parties) or a Refresh tariff where payment for the phone and airtime payments are separate

Look in your MyO2 - if you bought your last contract from O2, it will be a Refresh ( Guide: How does O2 Refresh work? ) contract, and your device plan element should now be gone, leaving you with a rolling Airtime plan monthly.
If you bought through a reseller, then you are paying the total monthly sum until you tell O2 to stop, via a Guide: How to get your PAC [June 2021 Update] or through upgrading to a new contract or choose a SIM Only tariff from O2 direct or via, for example, https://www.uswitch.com/mobiles/compare/sim_only_deals/12_month_contracts/
