Hi @Anonymous As your old phone was lost they may have put a bar on the account.
You should be able to activate the sim this way https://www.o2.co.uk/help/phones-sims-and-devices/activating-your-sim
"If your sim has been lost or stolen, you'll need visit an O2 store or contact us to block your sim and order a replacement. Once the replacement arrives, contact us to activate your new sim."

You need to call customer service and ask them to remove the bar on the account which would always be placed when a phone is reported lost or stolen.
