If so he may need to change his apn to "mobile.o2.co.uk"
Is everything else working, such as calls and texts?
If not, he may have a roaming bar on his account, so would need to contact customer services to have it removed https://www.o2.co.uk/contactus
If calls and texts are working, then it's a network or phone issue.

@Dibby According to the above link it would cost your partner £168 for 250mb of data for a month's use, and £2.00 per minute to make or receive a call, and 50p to send a text. I would suggest telling him to either get a local sim, if one is available, or use WhatsApp or Messenger over WiFi where he can find it, unless he has money to burn.

That isn't Travel Inclusive though, that's O2 Travel.
