My daughter is part of a family plan and has lost her phone - she can't text to receive the PAC code. I called o2 yesterday and requested that the PAC code was sent to her email address. After an hour of being put on and off hold the handler said an email would be sent "within 24 hours" to my daughters email address. She has still not received an email. Anyone else had this issue - how did you get a PAC code without the device it's linked to?

You will need to call again and get them to resend or give you the PAC code over the phone.
Also worth getting your daughter to check the spam /junk folders in her email, also might be worth checking your email for it.

Keep persisting with O2.
They should provide it within 2 hours and can read it out on the phone.
