O2 Refresh

Can someone explain O2 Refresh? You pay off your phone and your bill automatically halves.

If you pay off your phone bill then what exactly gets halved? Your next phone bill? (Assuming you upgrade)

Your bill doesn't always get halved - that's a lie from o2 marketing.
If you pay off your handset cost you may, if you wish, just continue paying the airtime bill. In some, but not all cases, this could be half overall of what you were paying for your combined device and airtime.
Also, once handset is paid off, you are free to either cancel completely or upgrade without early cancellation fees.

The good thing about Refresh is that should you want to change contract or handset, you can do so at any time by paying off the handset in full. This may or may not half your payment should you wish to carry on the contract. In fact only up to 63% of people will see their payments halved.
