I had a message from O2 saying the minimum term for my contract was nearly up and I need to do nothing for it to carry on, or look at another contract.

I was on unlimited texts, unlimited minutes and 120gb per month data ( with the volt offer it was 250gb), for £20.28.

An offer was given for unlimited texts, unlimited minutes and 200 gb data (with the volt offer I presumed this would double to 400gb per month. All for £20 per month.

When I completed the order, I found my new data was only 100 gb per month.

Have I been lied to?

Sounds like the offer already included the volt benefit.
