@Alvinaliu No network, including O2, guarantees 100% uptime. If the network is having an issue where you live, you still have to pay your bill. It's in the Terms & Conditions you agreed to. O2 may offer you a goodwill gesture if you haven't had service for a length of time, but they aren't obligated to.
