Making a call abroad

I am trying to make a call abroad and I get a call failed message

If you download WhatsApp and whoever you're calling also has the app you can call, text, or video call over a WiFi connection for free.

If you have to call a land line number outside of the UK, @Rv1, these are the standard O2 calling charges for each country.

If you are calling a UK mobile number that is abroad, eg family or friends away on holiday, there should be no charge to you for making that call from your mobile as normal. The cheapest way for mobile-to-mobile calling as to follow @Bambino's advice regarding both parties using WhatsApp. Good luck!
