There must be system issues at the moment. If it's the same this morning then you will need to call. Have you topped up the phone previously?

As more than one has reported it,there certainly appears to be something wrong with the system...As said you need to keep trying and then contact customer services from the link above. I ask simply because I'd its the first top up then it needs to be done by voucher as we know and if its a number that's been ported or migrated from pay monthly it will be a few days before the number is recognised by either the auto top up or webchat until the number is registered on the various systems.
