I am outside the UK for work. My bills are paid, I have the right boltons, and they are activated.
I can't however make calls to the UK because the call keeps failing and/or will not connect - it's clearly a provider-side issue. I just need to speak to someone to sort it out and the only way to reach them is - by PHONE. I am calling the 'outside UK' number
Can anyone offer me a way to either EMAIL them, or to trigger them to call me?

When you are roaming, O2 are not providing you a service. The roaming network is.
Try manually searching for a different network.
The only time O2 will legitimately effect your ability to call is if you have a roaming bar on the account or have been roaming outside the UK for more than 63 days in any 4 month period.
