Barring usually means outgoing calls, blocking for incoming.

Here's a basic rule of thumb. If you receive a call from a number that isn't known to you, and they are trying to sell you something.......hang up. Just hang up. Don't engage in any conversation with them, or start asking them questions. Just hang up. If you have an app that enables you to block numbers, you can then add that number to the list.

Well put @Bambino Also as @MI5 says change marketing preferences in MyO2 (in case any of them are generated via that route)

The problem being that they work on a 2% success ratio. For every 100 cold calls they prey on the 2 that unwittingly sign up. They are happy with that sort of percentage. They prey on the innocent and the gullible.
