Just went to check my new bill and is says

Total balance brought forward -£38.96

the total amount due is £1.60

what does this mean? do i owe them?

The -£38.96 means you u had been in credit, but it took it off this month bill, so all you need pay is £1.60

Yes a positive figure means you owe that amount. If you don't agree with it call 202.

Yes. The -£38.96 is a credit. If you're on Direct Debit, all that will be taken is £1.60 this month.
