I have a big bundle which includes international
Legal requirement until end 2020 for o2 to continue this

International roaming hasn't been switched off so nothing to do with any legal requirements.
Try manually searching for a different network, rebooting phone etc.
Also check if your bundle has renewed etc.

Might also be worth re setting your network sertings. This can sometimes clear the problem

Yes, It is a legal requirement for o2 to provide the existing roaming agreements until Uk leaves the EU
