iPhone cannot receive /send texts abroad with WiFi switched off

I am in the U.S. and have mobile data turned off on my iPhone.

 

I cannot send or receive texts - any suggestions would be appreciated.  I have i messagin* turned off.

Go into settings and check your message centre number

Go to settings >messages and check you have "send a SMS" turned on.
