SIM card not received and still be charge for monthly

I have contacted O2 for few times to change my plan from paying monthly to pay as I go. My O2 sim card has no service since early November and a new sim card is not yet received on top of that my bank account has been charged. Really hope that someone can help and resolve the problem, please.
