Last time I was in Uganda, my O2 mobile roamed successfully. This visit it does not, although I'm unaware of changing any settings. My colleague also has a UK O2 mobile and his is roaming successfully here (on Airtel's network). Possible causes and suggested solutions please!

Get your colleague to ring o2 on the overseas contact number and discuss it with o2 directly you should have the option when rininging in that it is another number issue and o2 will talk to you

Contractual reasons, unpaid bills, etc.
If Airtel has a website they may be something on there about it. I doubt O2 UK will know very much about why this is the case.
