I have a wireless only Samsung Tablet and am going into an area with no wifi,  it's there the equivalent to the connection manager for android that I can use so that I can use my O2 mobile broadband dongle to connect.?

If your dongle is capable of transmitting a wifi signal you can just logon to that as you would normally.

You can power the dongle from any 5 volt usb plug.
