Sounds like basic Prince2 project management to me... I've done pretty much all the PM varients (agile, Prince2, SixSigma) and most of it is common sense and careful management of the process - not necessarily micromanaging - more about delegation and key review points.

The problem at o2 is getting someone to "own" something!
