I have spent half an hour trying to find out how to raise my spend cap which is currently zero.
Nowhere can I find the link despite the help page. Can someone please advise?

Could've sworn I replied to this thread once before, but anyway - the full help page from O2 for Spend Caps tells you how to get to the section in your MyO2 from where you can make the changes you need, @BrianT:
