What is a SIM NETWORK UNLOCK CODE?

Please help, I'm in the process of unlocking my phone but need the SIM NETWORK UNLOCK code. How do I get this and why was this not provided by O2 in the response to my unlatching request? Please help!

I guess they gave you the wrong code or a PUK or PAC so don't enter it wrong too many times or else the phone will be locked forever.

PS. Is this really an iPhone question?

iPhones require a different process (no PIN required to unlatch) and usually give different error messages?

Are you sure it's not a sim PIN?
