I have an iphone 5c which I originally had on a O2 contract
I paid to get it unlocked, but apparently it couldn't be done
Is there anything O2 can do to unlock?

I gave then the IMEI number and they couldn't provide a code to unlock it.
I'll check the link you've provided. It definitely isn't unlocked, tried another SIM

You don't get a code with Apple as it's unlocked directly on their servers. Fill in the form and make sure you put £20 credit on the O2 sim, make a few calls leaving £15 to pay for the unlock 🔓

All sorted via O2 support
