An iOS upgrade should not remove the hot spot toggle.
As long as your still a pay monthly customer you should still have the toggle under Settings - Personal Hot Spot.
Check your settings to see if their is a carrier update which may or may not help.
Settings - General - About.
If one is available a prompt will appear.
If not I'd suggest you ring cs on 202 to have your Pay Monthly account checked.
