There are any number of apps to make calls over wifi.

Skype, Messanger, Whatsapp, Viber etc.

Any apps that could use your native phone would reuire a corresponding app to be installed on your phone or a verification text so you are really only limited to the freewifi apps.

@Aljunior You can use any of the apps @jonsie suggested for free if the person you are calling also has the same app. Alternatively, you can buy credit on Skype (and probably Viber, but I'm not certain about that) and call any number using that credit.

Use a USB mouse to control the screen if needed.
Some phone's come with a usb OTG adapter that will allow this to work.

Of course, that's if you can see the screen still.
