Oh dear, oh dear oh dear... I am now HUGELY embarrassed!
I was trying various options when I noticed that the WiFi remained solid if I turned off Mobile Data.
One "lightbulb moment" later, I checked the settings and found the useless "Smart Data" switch was turned on.
Now all is sweetness and light and is working perfectly again.
Sorry to have wasted part of yoru Saturday morning...
But at least we now know what it is

I think what a lot of people don't realise is the Android SDK and guidelines can be badly compiled and thrown to the masses still full of bugs even with weeks of testing. Stick on Touchwiz interface and all the stuff that goes with it then something may slip through the net.
My Galaxy S2 would reset my ringtone whenever I muted my handset which was strange because even with all the updates the problem never went away.
