UPDATE 24 Sep '20: 5G eSIM has now launched on O2. You'll need a 5G and eSIM compatible device.
O2 is excited to announce that customers can use eSIM technology on the iPhone 11, 11 Pro and 11 Pro Max, as well as the iPhone XS, XS Max, XR and the Google Pixel 3 and 3XL from 19 September 2019.
O2 customers need only pop into their local store or call customer services to request a new eSIM pack. You can then download an eSIM profile and swap your current plastic SIM card over to your new eSIM profile following the normal SIM swap process.
Customers will still have the option to use a traditional plastic SIM card should they wish.

To be honest after the fun of doing an esim with EE which presents it in a browser, the store route is a lot better... and a lot more reliable...
esim.net will deliver an o2 esim to your inbox as will Vodafone, although Voda's seems a bit clunky at times...

What happens if a US-resident iPhone 14 user wants to use O2 on pay-as-you-go while visiting the UK?
O2 wrote as early as 2nd February 2020:
"We’re not currently offering eSIM to our Pay As You Go customers. We’re working on this and it won’t be long before we can offer eSIMs to all our customers with compatible phones."
It's now 2½ years later, and PAYG customers still can't get an eSIM, contradicting the above promise "it won't be long". Why the broken promise?

Lots of networks, MNVO's don't offer eSIMs. I guess they will have to hunt around.

o2 dont have to offer them, and have made a business decision not to offer them, as it probably isn't worth the investment....
My advice go elsewhere, to a network that does..

We’re continuing to work on our Pay As You Go eSIM product, but don’t worry, we can get you up and running on one of our 30 day eSIM products for the time being, for you or any other inbound roaming customer with an eSIM only device. This will give you all the minutes and texts you need, with your chosen data allowance, and can be cancelled at any time. More details on our SIM Only here.
Why are we still working on it? Since our last statement on it, a lot has changed - the global covid pandemic for one, which changed certain priorities not just for us, but for more many telco's and businesses across the globe. We have no current/further ETA to share as of now.

Thanks @Chris_K, but are you sure that a non-UK resident without a UK postal address or UK credit history could sign up to an O2 contract with a 30-day minimum term?

Have a look at esim.net who are an o2 business partner and offer esims for 30 days on o2 and dont require a credit check, just remember to cancel before the 30days is up...
Just bare in mind these sims cant be used outside of the EU or for premium sms and calls
