I am buying an O2 locked iPhone 11 and I'm wondering if a Tesco SIM card will work on the iPhone, and if I will be able to call and message people. If my SIM does not work will unlocking the phone be free.

Yes a Tesco sim should work fine but it is free to unlock anyway Guide: Unlocking an O2 phone to use a different SIM card
