I have a new o2 sim and I am transfeering from virgin.  do i need to put the new sim card in before starting thhe process.  I already have a pac code from Virgin

You need to give the PAC to O2

Put the O2 SIM in just to check all is OK and then revert back I would put in my PAC to O2 then wait for my Virgin SIM to disconnect and at that point do the swap.

It's not critical you do it that way but it keeps you online longer.
