Unable to activate Imessage

there was an apple outage for imessenger last night and now i can not activate my number to imessage. everything was working fine before this. apple confirmed outage is fixed and my issue is now not related. cant be a coincidence ?

Log out of icloud, reset network settings then log back in again.
That should reset everything.
