In addition to the tips given above, assuming you have no pending system or app updates for your phone:

Force-stopping your messaging app, and possibly clearing cache, can sometimes help.

The other thing, if you are an Android SMS user, you can do is to go into Google Play Store, and select the SMS Messaging app and click on Uninstall Updates for that app - it does cure many ills. The latest update will come back down to your phone on the next Apps update run, but it does fix the SMS sending problem you mention.
