Outside coverage is patchy. Inside it is poor. Who should I talk to about this, with the possible solution to erect a mobile phone mast in the village?

Your starting point is here :-

https://status.o2.co.uk/

You might also want to review :-

Guide: How can I sort out my network issues?

Guide: Is the network down for me or everyone?

Getting a new mast erected is a long process, particularly if there is opposition to any planning application. You might want to consider procuring some PAYG SIMs to establish if any other network is superior in your location. 👍

Get your Parish / Local council to look into the rural network upgrade programme, which is funded by DCMS and the 4 MNO

Another guide to help.

Wifi Calling is your best bet at home if you have a broadband wifi connection.

Guide: Do you have poor coverage / signal Indoors? This may help Explain / resolve it

Your chance of getting a mast is slim, although there are things networks can do to improve things.

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
