Pixel 6a has notified me "Phone not allowed for voice"- o2 network avilable but no connection

Have tried resetting network connects, factory reset, trying a differnet SIM, cleaning/dusting the slot etc.I can see it has an APN set up and theres network but no data nor texts/voice calls (unless over wifi).
