Unable to pass direct debit screenn

Hi, I have been trying to preorder the new ipad, online and via phone, as soon as I get to the direct debit screen the account is validated, I select continue and this error pops up every time, even on the phone they were getting the error

Can't make calls

I can't make any calls on a brand new iphone 15 pro. I can send and receive text messages, but can't make calls, which means I can't call O2. I can call my wife, but she is down as an emergency contact.
