When accessing some websites I get:
Our location software recognises Internet Protocol addresses (IP addresses) that are used by UK-based Internet Service Providers (ISPs). If your ISP has not registered your IP address as being situated in the UK or Isle of Man, we must assume that you are located outside this region.
Please contact your ISP and ask them to update the registration of your IP address (it may take a few weeks for the changes to take effect).
This issue could also be caused by the use of Virtual Private Networks (VPNs) by yourself or other members of your household.
You may also experience problems accessing your account if you are using a device at work which routes its internet traffic through servers based outside the UK or Isle of Man.
why is this happening and how do I correct this?

o2 use UK IP addresses, and the PTR Records are all UK Based as is the ASN for Telefonica and Virgin Media, so sounds like an error on the service you are trying to access.
o2's ASN is AS35228 and is managed by RIPE
What IP Address are you getting? when you goto whatsmyip.org??

That's a public ip address.
Are you using a vpn on your phone (iPhone) or connecting through a router?
Is this when using mobile data or wifi?
However, it is definitely a UK address.

Something is using an iCloud ip address to connect.

I’m not sure how I would identify network controlled apps or work enterprise profiles - could this be something malicious or a hack?
