Call: Fraud or Not

Hi. 
I understand this is perhaps not a technical call, but there was no logical selection for the question.

Today, I received a phone call on my mobile from an 07451 283174 number. They claimed to be offering me a cost reduction in my monthly plan. I am always wary of these cold calls, but it just so happened that I also received a otp via message from O2 at the same time. 

I told the person I couldn't take their call and they are calling back later on today. Not that I will take or give any offering over the phone, but I would like to know if O2 have a campaign with the lower cost offering?

Or, Is this a scam.
