Unfortunately if you have O2 Travel then just sending one text will trigger the daily charge of £1.99 (inc.VAT).

Certain phones may have problems with little data usage such as a few KBs even when mobile data is switched off in settings and I experienced something like this years ago when I am abroad and being charged for some amount about 1p by my home network provider(not in the UK) and I have to ask my home network provider to switch off data roaming on their side.
I put local SIM cards for data when travelling in my dual SIM phone purchased this year and should be effective in avoiding accidental data roaming charges.
