So I ordered the new iPad Pro 2020 on contract and I’ve received all the emails about the contract Except the dispatch email. I was also told that I would receive it the next working day. How come I can't even communicate with customer service? What should I do now?

Dispatch email will be sent the night before delivery which won't be until O2 have stock.

Why in the world would it say they had stock if they didn't have it? Also when would it usually stock up cause that's really not ethical

Even getting through they probably won't be able to speed things up. You just have to wait for the email.
