I've been charged £40 for data while on a ferry between newcastle and amsterdam. I didn't expect to go into an international charge area, would have expected it to be EU charges which is covered by my 02 travel 2 pound a day. that is £40 for only a few MBs! how do i complain?

You can try but O2 have no control over your use on a ferry, we always suggest turning data off on ships for this reason.

Your complaint should be against the ferry company.

Unfortunately you connect automatically to the ferry own system and as you've found out they are disgustingly expensive. Make the complaint but o2 are in no way liable for usage on a ferry. They may make a goodwill gesture but they aren't compelled to. An expensive lesson for the future.
