Sounds like either your SIM has an issue (remove it and gently clean it with a lint-free cloth to see if that helps), or your O2 service has been cut-off for non-payment of one or more bills.

Try speaking to the Payment Management Team on 0800 902 0217/0800 032 5302 - Skype will let you do this, Guide: A Guide to Skype if you cannot borrow a different phone to make the call. Dial +44 before the first 0 to make the call from outside the UK -  +44-0800...

The opening times are:

Monday to Friday – 8am to 8pm

Saturday – 8am to 6pm
Sunday – 9am to 6pm

Try a manual network search and choose a different network.
