Does new phone come unlocked

Hi, I just upgrade my contract Pay Monthly and I took the new device Samsung S20. I forgot to ask if the phone will come unlocked as I will gift this phone to my mum and she is not with O2. If not please advise me if there is an option to unlock.

Very poor and intermittent telephone reception

Over the past few weeks my mobile telephone reception is terrible, calls constantly breaking up and impossible to hold a conversation. Reception used to be very good. My husbands phone also on O2 is the same. What is the problem?
