If Age Verification page shows "Your current 18+ settings are: OFF" does this mean blocking of 18+ sites is off or access to 18+ sites is off please?

My current settings are off but I still get stuck on the "This site Cannot provide a secure connection" page unless I use a VPN. Do you know how I can rectify this.?

The site you are trying to access is poorly-configured, or is on a higher-level blacklist than just O2's list, @KN_12 

Bear in mind if on WiFi, you have a filter there too, your ISP will have instructions on how to remove that age restriction.
