A simple leaflet or sticker with the phone stating that it is set to use data services and instructions on how to disable so as not to incur charges is all that it needs. Either stuck on the box by the retailer or inside by the manufacturer.
However if you are smart enough to buy a smart phone you should really be smart enough to be aware of data connection and charges.

I don't think we've reached that stage yet jonsie!

I'm in total agreement with your suggestion here, and with your second second comment too.

Yes, it makes sense, but I think that rather than this idea being concentrated on just the shop aspect, O2 should really take the advice suggested by Jonsie and include a sticker or leaflet with every phone regarding data charges, be it from a shop or a phone purchased online. It's something that really should have been done a long time ago.
Perhaps you could pass that on as well?

Just turned data off and back on again and this is the warning I get on the SP.

Did you get that warning initially when you first inserted the simcard? I certainly didn't get it when setting up up my S3.
