O2 don't guarantee a fault free network, as per their terms and conditions (https://www.o2.co.uk/termsandconditions/mobile) - none of the mobile networks offer such guarantees. You will not get any refund for poor signal quality.
As you already know how to check for service outages in your local area, and I have explained about WiFi Calling, your only option really is to look at switching networks. If you choose that path, I would recommend getting some PAYG sim cards from those networks and testing coverage in your area.
Remember too that all networks suffer outages from time to time - with five x O2 phones in the household, and before WiFi calling, I have had a time where there was no signal for about 5 weeks, with zero coverage from the other networks where I live (bit of a signal blackspot back then!) - I ran the Network Check almost daily, reporting the issue, and complained loudly to the Social Media Team (links below). Eventually, the mast was repaired - but not sure if my actions made much of a difference. Back at the time, O2 had a product called TuGo which helped greatly for the only contract phone in the group, but today, your only hope at such times is WiFi calling, finicky as that is.
Good luck!

1 I never said they do or should
2 I have discovered a fault with a mast due to people on my estate contacting their networks
3 I haven't said I am nor getting a refund.
All u have done Is wound me up, on every reply - so please stop now. Thank you. You didn't read my originally post, suggesting ideas I had already discovered and used and now you are categorically telling me I am nor entitled to this - as if I have argued with u saying I am. Cheers.
