Roaming in Alaska

Does anyone know why Alaska is excluded from USA under 02 Travel?

What are the roaming rates for Alaska?

It will be to do with costs of service in Alaska and Hawai'i, that At&t and T-Mobile pass onto o2 and other non-us  networks..

Thanks for the response, annoying as other Network's seem to count Alaska as USA rather than being separate!

Some networks do count it the same, and some dont... 

Three dont count Alaska, 

Voda and Ee do...
