I've just received a Pay Monthly SIM as part of a Virgin Media package and I've already received a bill for a period of 1 day and the bill amount is the monthly cost. Is this in error?

No, it's correct.

First bill is a day or so to align you to your regular billing cycle, plus a month in advance.
