Because they sell a tablet with a mobile broadband plan. What your really looking for is a sim only plan and a tablet on finance. - See apple uk store, they offer finance.

If OP doesn't mind I would like to add my conversation and thoughts to this topic, since I don't want to create new thread with similar questions.
I am too looking to upgrade, just my contract does not need refreshing since it finished last week I think so I am free to upgrade. BUT the upgrade options are extremely puzzling and I just nearly ordered a tablet with data tarrif which I do not need.
Why can't I pick a tablet as an upgrade option, since I already have perfectly good phone which is brand new, so instead of upgrading my phone, I could take tablet. Why is this not possible? I will be using tablet on WI FI only, so why not give me an option to just pick a device I want and get on with it? Also my contract finished last week and I never received any message, or mail, or email saying, hey, you have an option to get a new device since your 24 months just finished, etc etc. I don't get it. THe network which I came from 2 years ago would call me up or send me a text/email saying hey you are up for upgrade, here is your options. I was able to choose a device within my tarrif limits (or better if I wanted to pay upfront fee), or my monthly payment was halved. This is how you treat your customers by providing set options with possibility to choose what you want.
Now I am left in the dark with millions of possible tarrifs which are different from what I have now, and tablets are tied to extra data tarrif which I do not need.
I do hope I will get some answers in here since O2 does not have email contacting service.

Sadly emailing O2 is no longer an option to contact CS...Phoning (or instore) is your best bet
