I'm 4 months into my 24 month contract. Thanks to competition O2 has decided to change all their monthly tariffs to 4G (advertising it as a free upgrade), unfortunately they didn't bother to upgrade the Internet usage caps. I've found a 4G tariff for the same price I'm paying now but offering 5 times the internet usage per month (1GB compared to 5GB) but when calling O2 I was told I am NOT allowed to switch to this. I find this very poor service and now regret selecting O2 as my carrier.
My second phone is with Vodafone and they changed my tariff to 4G, changing my monthly internet usage from 1GB to 12GB for only £2 per month more. I'm afraid if O2 does not make this right I will make sure everyone I know is warned how badly they treat their customers.

actually for £5 they will only put me on the 5GB tariff, again telling me that I cannot move to the £37 per month 8GB tariff that is available... but not for me. Just can't win with O2.

Sadly it is a sign of the current times that whilst there once was a time when a better deal came along you were perfectly free to change your tariff to the newer one, sadly those days are long gone.
Unless of course it benefits the network for customers to switch such as when they removed unlimited data from tariffs

Which tariff are you currently on? Generally speaking you should generally have the option to add a £10/8GB bolt on.

Can I ask OP if they did their upgrade in CPW? If so they aren't eligible for the extra data allowances that O2 direct customers are.
