Mobile Plan to Include Apple Watch 9

Just purchased an Apple Watch 9 & am trying to add it to my iPhone a/c. I follow the set up commands, but now, over 24 hours later, the information on the Phone says that the mobile coverage on my Watch is still “Activating”. And this is after 24 hours! O2’s info had led me to believe that this should be a straightforward exercise, costing £7.99 per month! 
I’d be very grateful if anyone knows how to progress my status beyond “Activating”.
