I have 4 numbers with o2 and had numerous texts over the last 2 months saying the local mast isn't working properly ... I can only make cals via WiFi.. how do I cancel all my phones with o2

If you are in contract you will have to pay it off first as O2 are unlikely to accept one mast being out as a valid reason as reception is not always guaranteed

That's disgusting.. so I'm paying for a contract of air time I can't use due to the mast and still paying my monthly bill onetime ?

Read your terms and conditions that you read and agreed to when signing upto o2, they (and no UK network) do not guarantee a fault free network, and faults do happen.
There are lots of reasons why the mast might not have been fixed, land owner been awkward and not allowing access to the mast, NIMBY council's not issuing permits to do the work required, if it needs road or other public ROW access, Parts delays due to Brexit and customs issues, and lack of supply in the channel due to the global chip shortage...
