Disconnected PAYG again

I had a PAYG O2 Sim card. No coverage so no use. Why do they disconnect it? I have a Orange PAYG they never disconnect that? Surely O2 shouldn't? If there was signal I would use it?

It will be disconnected after six months if not used, they may also recover the number to be reused.
